Customer paid with PayPal balance, refund receipt showing credit card payment method
So I sent my customer an invoice for $66.95. She paid using her PayPal balance through her Google Play. Well she wanted things changed so I refunded her. The refund receipt says the refund was sent to a discover card, that she does not have. She doesn't have a discover card at all, no discover card on her PayPal or Google pay. And this is my first and only customer so far so I definitely refunded the right customer. What can I do??

It sounds like Google Pay might use Discover to move their clients funds for payments. In this scenario there's not much you can do as the seller. We always refund the same method that was used to pay the initial invoices.
I recommend having your customer reach out to Google Play. Their Support Team should have more details on this.
