can contract 1099 workers count towards payroll wages for ppp

I read all the FAQs about the pandemic loan. It states up to 60% to be used for payroll for employees, but I have two VA's who are 1099 contact employees. Are these people included for wages paid? Or just "real" employees?

Contractors do not count, as they were eligible to apply for their own loan.
