How do I download the current template file to create and import file for items

I am trying to download the current spreadsheet template file.  The instructions say to go to Items, Actions->Import File ->choose modify or delete inventory -> Next -> [and it states you will be prompted to download the current template file but that is not what it is doing.]  It prompts me to download my current inventory file (which I did thinking that it would then prompt me to download the template file -- but it still didn't)
