I cant get to shipping cost page when I click SHIPPING

I want to CHANGE the shipping prices in my online store. When I click SETTINGS, then click SHIPPING, the only page I get is asking my store name and location I ship from. I do NOT get a pop up screen with the shipping info to change. I have cleared my browsing history and unblocked pop ups and no matter what I do, I cant see that page. HELP I have been on hold on the phone for 30 minutes

HI, you can reach your shipping page as you described, then you should see Destination Regions & Rates,  on far right click Add Region.
