how do i make sure the different shipping is correct for the catagory

I have 4 catagorys in my shop i use 2 different flat rate ship amounts one for soap and one for the rest but i can not for the life of me figure out how to set the handmade soap catagory as my per item rate please tell me how to this i am going crazy and i dont want to loose $ on shipping. so in short i have 4 catagorys

3 use a flat rate per order and 

1 the handmade soap will use a per item flat rate how do i set this up??? or can you help me

HI, setting up shipping can be confusing. 

It may be easier to remember that Flat Rate is just that, Flat, no other fees. 

With the online store you either have one or the other.  You stated 3 already have Flat Rate, then all 4 need to have flat rate.  The system is literal so when Flat Rate is added it will not recognize the per item setting.

Evaluate which items can bear a price increase so the Flat Rate will work for whole store.
