At the moment, it isn't possible to prevent staff members from removing items from a sale. I think it's a great idea, though, so I'll make sure to pass your feedback on to our team. Hopefully, this is something we'll be able to facilitate in the future.
In the meantime, I'd recommend checking out the Team Management feature. This will allow you to control what your staff members have access to on your dashboard by restricting or allowing certain functions.
