How can you clear a return or exchange?

  I'm trying to issue a return or exchange for a transaction and the system keeps saying "A return or exchange is already in progress - Complete or clear the transaction in the Checkout tab to start a new one"

 

Is there a way to clear this? Or to find out what transaction might be pending and how to rectify it?  I don't know when or what this "Already in progress" transaction occurred and why the system hasn't cleared it.
