When is square going to fix this loophole, when are they going to make it so you have to either save the ticket or put in a manager or owner code before you can delete or clear an item on the register?

Currently, more specific permissions outside of what's listed on the Permissions Checklist is a feature request. However, there are two available permissions that may pertain to what you're looking for: Delete or void saved items in open tickets and Cancel transactions - both listed under Checkout in Permissions.
