How do I add Free shipping discount on orders over $20 online?

I have an online store where customers are able to order online and have items delivered to their Child's Classroom. I need to know if I can add a field that would require my customer to enter their child's name and homeroom teacher.

At this time, the ability to offer conditional discounts on shipping or add custom fields for orders on the Online Store are not available. For now, you might want to offer a promo code to your customers as a workaround.
