Since I am creating a brand new website I would like to offer a one time coupon for a first purchase for each new customer.  I have not been able to find a way to do this.

Yes that is correct.

We'd need to add some updates on our end since I don't think it would be possible to automate this right now. You could make one time use coupons manually, although that only seems feasible if the volume of orders is managable.
