Shipping Charge Issues

Hi, I have had a Weebly website through Square for about 2 years. Everything had been working fine but all of sudden I got a large order and no shipping charges were applied. I looked at my settings and everything seems fine so I can't figure out why the customer wasn't charged shipping and if this will continue for new orders. Any advice? And how do I get a real person on the phone to discuss this? Thank you, Paula
