How do I know if I should make a new listing or add as an option?

So I’m selling body lotion and I’m wondering if I should put each scent as a new listing or add it underneath one as options in a drop down box? What would you suggest doing?

HI, it depends on a lot of variables.  

How many variations?

Can a group of variations be promoted seasonally?  Holiday, Seasons, etc.

What type of variations? Sets? Scents?

Do a general Google search to review how other sellers are presenting the same item.
