I am looking for free to vendors  events in the Phoenix area

The local libraries host conventions each year that are free to vend at (Tempe being the biggest but it already happened in Jan). Not sure if that lines up with your business, but it's a start! 

There's also some schools that host markets that are free or very cheap to vend at. Charities sometimes allow you to vend in exchange for a donation to their raffles at their events.
