Why cant I apply a dollar value discount to a specific item?

I need to be able to apply a dollar value discount to a specific item in the transaction.  Some items in the transaction are taxable and others are not.  The item with the discount is a non-taxable item.  This is causing a serious legal problem because applying the discount to the entire transaction splits the discount between the taxable items and the non-taxable items, resulting in less sales tax being collected on the taxable items. So the discount must specifically be applied only to the non-taxable item.

You should be able to. When you go to "items," then "discounts," select the discount you want to apply to a specific item. The page should then look like this : Make sure the toggle for "automatic discount" is in the ON position, and it should prompt you to choose what items you'd like this discount to be applied to.
