When I try to export my customer info to download into the SeneGence Senesite customer email program, there's a msg that the incoming file is missing or zero data.

Hi @smasseyco
This might be due to the type of file that your Customer Directory export file is downloaded as and what SeneGence accepts.
I'm not familiar with SeneGence in particular, but some programs only accept certain file types.
I'd check in with the SeneGence Support Team directly for help on this.

It takes .CSV files which I'm importing. Maybe I should exclude contacts that don't have last name or email?

@smasseyco there can literally be an unlimited number of different.csv files. You need to know exactly the format this other company is looking for data, without that information you cannot proceed.
