declined chip card

I am trying to input a chip card manually. It keeps declining.  Is this due to me having a older mag reader and my account not able to use chip cards?  I am dealing with an out of state customer paying for repairs via phone.

A chip card being maually entered shouldn't have anything to do with it.  More than likely it's their bank either declining the transaction as fraud (out of state non swipped transaction) or due to funds issue with your client.
