Activate yourt account

I’m 88% set up. I only have activate my account (1 step).  So I click on that and then on ‘take your first payment’. Next screen I click ‘continue’ (learn how to charge your first customer or complete a test transaction). Now the same screen appears again, so again I click ‘continue’. And…..I’m back where I started! Still at 88%. What do I need to do now? I cannot activate my account and accept payments!
