Delivering on public parking lots

Hi everyone, I have a small business selling on line frozen desserts (Italian gelato to be precise) that I produce in my small facility, a licensed professional kitchen in my basement. Being an In-home business I cannot provide pickup service and the only distribution channel is delivering by my self.

I am having a discrete success and to honor the delivery schedule I had to strongly restrict the delivery radius.

This is causing me to not serve appropriately customers that are far away.

Many customers give me their availability to meet around my facility, in some public parking lot but I always declined this offer because I don't know if is legal to meet a customer in such places although the transaction could be very fast, just handing the gelato box.

If anyone knows a source for information I will appreciate.
