Coupon Not Working

I set up a coupon for Free Shipping on any order and customers are telling me it's throwing an error when checking out- "The GIFTSET coupon doesn't apply to this purchase. See coupon details." I tested it and also am getting the same error. 

There are no restrictions on this coupon for dates, minimum purchase etc, why isn't it working?

HI, to understand, you have a Free Shipping coupon for all orders?  You can set Free Shipping for your store on the Online Dashboard under Shipping.

Here are the breadcrumbs and screenshot to apply.

Hi,

No, I only want them to get Free Shipping with the code I provide. I've used Free Shipping codes in the past with the same shipping tiers set up, I just mean there's no contingency on the coupon for minimum order amount, specific items etc. None of the coupons I'm setting up are working to offer free shipping. % discount coupons work fine. It seems to be a glitch.
