I was charged $16 for a domain I couldn't afford how do I cancel this charge and get my money back?
Domains are non-refundable with any registrar, some registrars - like dynadot (my top recommendation) - do allow you 48hrs but as the domain will then be registered with ICANN and the central registry then you will not be able to refund this cost in 99% of circumstances.
Hope this helps, if it does please mark it as best answer to help others understand domain charges better in the future!
